feat(bb_power_tps546): full TPS546 protection/soft-start config (AxeOS default-family parity) (#363)

- extend bb_power_tps546_cfg_t with protect sub-struct (bb_power_tps546_protect_t):
  vin_on/off/uv_warn/ov_fault, vout_scale_loop/max/min,
  vout_ov/uv/margin factors (× target_V), iout_oc_warn,
  ot_warn/fault/response, ton_delay/rise/max, on_off_config,
  stack_config, sync_config, phase, compensation_config[5]
  — all 0 = skip (backward-compatible; existing callers unchanged)
- add tps546_float_2_slinear11, tps546_int_2_slinear11, tps546_float_2_ulinear16
  encode inlines in tps546_decode.h (pure, host-testable)
- add bb_power_tps546_build_init_program() pure builder in
  platform/host/bb_power_tps546/bb_power_tps546_program.c (compiled
  on both host and espidf); write order matches AxeOS write_entire_config()
- refactor espidf executor to walk the program and issue byte/word/block writes
- add 44 host tests (encoder round-trips, program contents, zero-skip,
  order assertions); 1477 tests pass
- smoke-esp32 and smoke-tdongle link clean
