ci: scope Codacy to shipped source (exclude tests/)

Codacy's default profile flagged 6,200+ legitimate pytest `assert` statements
as issues (~91% of all findings), burying real signal. Exclude tests/ and
non-source dirs; the suite is already covered by SonarCloud, strict mypy, and
pytest. The genuine Codacy finds were handled separately: the duplicate test
classes (previous commit) and the dashboard innerHTML pattern (audited —
data is escaped via escapeHtml/textContent/encodeURIComponent, false positive).
