refactor: integrate clevis 0.3.1 and deduplicate CLI entry points (I8-004, I8-005)

- Update clevis dependency from 0.3.0 to 0.3.1
- Replace custom config module with clevis package
- Remove src/roomz/client/config.py (now using clevis)
- Consolidate CLI entry point in __main__.py
- Update client config tests for new clevis-based implementation
- All I8-000 security requirements preserved via clevis built-in features
