feat: add baseweb-style CLI with serve, init, check, config commands

- Add new CLI module with commands: init, check, config, serve, version
- Create configuration dataclasses (RoomzConfig, ServerConfig, EmailConfig, JWTConfig)
- Update entry point from roomz.server:asgi_app to roomz.__main__:run
- Add tomli-w dependency for TOML config generation
- Update Makefile to use new CLI for running dev server
- Bump version to 0.4.0

The CLI follows baseweb standards with clevis integration for configuration
management. Configuration priority: CLI args > env vars > project TOML > user TOML > defaults.
