feat(bb_fan): fan/temp HAL + emc2101 backend + /api/fan route (GET + POST raw-duty) (#359)

- bb_fan: portable vtable HAL (poll/snapshot, set/get_duty, primary, name;
  pthread mutex; rpm/duty=-1 and die_c/board_c=NAN sentinels)
- bb_fan_emc2101: ESP-IDF backend ported from TaipanMiner emc2101.c;
  file-static singleton migrated to instance state; ideality/beta=0 skips
  calibration writes (bitaxe-403 compat); pure decode math factored into
  emc2101_decode.h (host-testable)
- bb_fan_routes: GET /api/fan (present, rpm, duty_pct + extenders) and
  POST /api/fan ({duty_pct:N} → raw duty on primary); route-extender ordering
  mirrors bb_power_routes (order 1, schema assembled at init)
- note: POST /api/fan here is generic raw-duty HAL control; TM autofan config
  reconciliation deferred to P4
- 51 new tests (bb_fan HAL, emc2101_decode math, bb_fan_routes GET+POST+schema);
  1425 total, all passing, 100% branch coverage on components/
- smoke-tdongle + smoke-esp32 link clean with bb_fan + bb_fan_emc2101 + bb_fan_routes
