Add K8s 1.36 support; drop 1.29; bump Istio to 1.30 (#106)

## Summary

- Bump `kubernetes` Python client dependency to `~=36.0` (K8s 1.36)
- Drop K8s 1.29 support: update Docker pre-cache range to 30–36,
kindest-node floor minor to 30
- Update all integration test version matrices: K8S_TEST_VERSIONS adds
1.36.1, drops 1.29.15, bumps patch versions for 1.33/1.34/1.35
- Update Istio test versions through 1.30.1 (latest stable, supports K8s
1.27–1.36)
- Bump hardcoded K8s patch versions in issue_68 and issue_72 tests
