Add workflow hook schema storage (#2066)

* feat: add workflow hook schema storage

Add typed hook definitions, validation, persistence, and per-run hook state storage so workflow hooks can be introduced without removing legacy gates.

* fix: preserve workflow hook round trips

Keep hook definitions in export/import and template restamps, and avoid creating hook state rows when stale CAS updates fail.

* fix: enforce hook runtime bounds

Reject disabled hook invocations and malformed hook result messages so runtime validation matches shared hook contracts.
