fix: use StringSliceVar for slice flags

Changed flag definitions from `StringArrayVar` to `StringSliceVar` to
support comma-separated values in a single flag instance (e.g.,
`--upstreams 8.8.8.8,1.1.1.1`) rather than requiring multiple flag
