test(fidelity): extend route-fidelity audit to 14 routes (was 8) (#348)

- map the gap: all registered http routes vs fidelity table; 6 newly
  host-testable routes added, 10+ correctly scoped as device/sse-only
- add fidelity entries for: GET /api/diag/panic (no-panic host path),
  POST /api/update/check ({"status":"checking"} shape), GET /api/log/level
  (levels+tags arrays vs declared schema)
- add stateful fidelity tests (own setup) for: GET /api/update/status
  (requires bb_event_init + bb_update_check_init), GET /api/update/config,
  GET /api/diag/events (requires bb_event_routes_init, empty-topics path)
- update skipped-routes comment to enumerate every out-of-scope route with
  clear rationale (sse, esp-idf-only, no fixed json schema, 204 no-content)
- no schema/handler mismatches found: all six new routes validate cleanly
  against their declared descriptor schemas on first run
