fix(bb_diag): make route-count hint match actual registrations (#339)

- the hint undercounted (claimed 4, registers 5–8 depending on kconfig); always-on handlers alone total 5 (boot get, boot delete, panic get, heap get, sockets get)
- the gap was absorbed by BB_HTTP_OVERHEAD_SLACK, eroding the no-space safety margin intended to prevent BB_ERR_NO_SPACE during route init
- derive the count from the same #ifdef guards as the registrations (CONFIG_BB_DIAG_PANIC_TRIGGER, CONFIG_BB_DIAG_PANIC_COREDUMP, CONFIG_FREERTOS_USE_TRACE_FACILITY) so it stays honest and can't drift
