feat(bb_ota_validator): OTA slot-state read + self-recovery for wedged rollback slots (#336)

- GET /api/update/partitions reports each OTA slot's state (valid/aborted/pending_verify/...) so a wedged slot is visible remotely
- POST /api/update/recover erases the previous boot app + its otadata select (esp_ota_erase_last_boot_app_partition) to clear an aborted slot that refuses new updates at boot; safe — never touches the running valid app
- motivation: a board with a rollback-wedged inactive slot (refuses OTA at boot) can self-recover without serial
