* feat(git): integrate husky and nano-staged git hooks

- Install husky and nano-staged as devDependencies.
- Add pre-commit, commit-msg, and pre-push hooks to automate code formatting, linting, type-checking, Conventional Commits validation, and unit tests.
- Add a lightweight TypeScript commit message validator script.
- Update CONTRIBUTING.md and agent rules to document automated Git hooks.

* chore(git): remove deprecated boilerplate from husky hooks

* fix(git): fix pre-push hook exit code for no GHA changes

* fix(git): safeguard pre-push hook grep command against set -e
