* test: mark test_download_upload xfail on PyPy

This paramiko-based test intermittently fails on PyPy with
"Server connection dropped", the same flakiness already handled
for test_env and test_env_special_characters. Apply the matching
xfail(env.PYPY, strict=False) marker so the PyPy CI job stays green
while still running normally on CPython.
