feat: mutually-exclusive OTA strategy; bb_ota_boot owns /api/update/apply (#332)

- add BB_OTA_STRATEGY Kconfig choice (pull | boot | none) in bb_core
- drive BB_OTA_PULL/BOOT_AUTOREGISTER defaults off the choice so
  /api/update/apply has exactly one owner (pull XOR boot)
- rename bb_ota_boot route /api/update/boot -> /api/update/apply; drop /boot
- keep the rebooting_for_boot_mode_ota status marker distinct from pull's
  update_started so clients branch on the response
- docs: OTA strategy section in CLAUDE.md
