Specify a build rev length

- A Git short commit hash of length 10 is expected to be sufficiently unique
  for this project in the foreseeable future.

- Fix at length 10 for consistency across different build environments.

- An even length is also expected for the light proxy header binary
  conversion; a fail safe with truncation is added there, but the expected
  length is now 10.
