workflows/publish: attach Windows CPack zips to the release

Restore the Windows CPack zips (dropped when cmake.yml stopped creating
releases) without reintroducing the multi-creator race. publish.yml, the sole
release creator, downloads the CMake run's Windows zip artifacts after the
PyPI upload and attaches them to the one release alongside the wheels and
sdist. Requires actions: read for `gh run download`.
