docs: add VitePress documentation site with GitHub Pages deploy (#1000)

Build a documentation site in /docs covering the gaps from #679:
custom-model authoring with the Model/Gamma types, an options
reference for every tuning parameter, and the full API/types.

Code samples are shown in tabbed code groups switching between
JavaScript and the equivalent Python (openskill.py) call.

A GitHub Actions workflow builds and deploys the site to GitHub
Pages on pushes to main that touch docs/.
