Refactor global qargs handling (#115)

* refactor: handling of qargs to global indices

During the fermion-to-qubit synthesis transpilation process, fermionic
gates acting on fermionic registers must be mapped to act on qubit
registers. This refactoring centralizes the handling of the required
index transformation to consistently handle local/global indices.

* refactor: actually make synthesis passes operator on DAGCircuit

* refactor: re-extract f2q_layout parsing utility

* fix: refactor RelabelModes to work for generic fermionic gates

* test: for local index handling of RelabelModes pass

* test: handling of non-Evolution gates by RelabelModes pass

* fix: assert DAGCircuit number of registers during RelabelModes
