wiswa-vcs 0.1.0 adds the GitHub API calls that require SHA-pinned actions
and enable the immutable OIDC subject claim. Bump the minimum and refresh
the lock; wiswa-typing comes along to 0.1.0 as a transitive dependency.
Move the exclude-newer-package cutoffs forward so both resolve.
