templates/claude: replace release agent with make-release skill

Convert the release agent template into a make-release skill so the
release workflow is invoked as /make-release. Generated projects now
receive .claude/skills/make-release/SKILL.md in place of
.claude/agents/release.md.

Add .claude/agents/release.md to the legacy AI path list so projects
that already have the agent shed it on the next regen, and mirror the
change in this repository's own generated files and the AGENTS.md
skill and agent tables.
