feat(webui): dashboard performance restructure with efficiency sparkline (#471)

- Performance card is a single stat row — Input Voltage / Power Draw / ASIC
  Voltage / ASIC Current / Efficiency. The efficiency value aligns with the
  other stats while a 1m/10m/1h sparkline (datapoints + per-window values +
  expected) floats above it.
- new EfficiencyTile component consuming the /api/power rolling efficiency
  fields (efficiency_jth_1m/10m/1h, expected_efficiency_jth)
- generalize RollingRates with an opt-in generic mode (values/unit/showSpark)
  and a sparkTop flag so efficiency reuses the Hero's rolling-box styling;
  Hero/Pool hashrate usage unchanged
- ASIC split-row regrouped into Tuning (freq) + Cooling (Board/ASIC/VR) + Fan
- drop the duplicate ASIC-voltage tile (previously in both Performance + Tuning)
- update dashboard unit + e2e specs for the new card structure (Performance/
  Tuning/Cooling/Fan; fan-edit via the Fan card's edit button)
