feat(search-lambda): regional Lambda prototype reusing the reader over S3

A us-east-1 Lambda that runs the same Index::search over an S3-backed RangeFetch
(in-region range reads) and returns result IDs, so 'load full results' egresses
a small ID list instead of the multi-MB postings. lambda_http handler; the index
is opened once per warm container. Compiles on the host; deploy needs cargo-lambda
+ zig to cross-compile to provided.al2023.
