maint: maintenance audit 2026-05-30 — fix ADMIN-0902 drift, add T-2015 test (#1111)

Periodic maintenance audit (D1–D13) across all components.

**Findings:** 6 total (0 Critical, 0 High, 6 Medium).
- 6 of 9 previous-audit findings resolved (F-003/F-008 decoder tests,
  F-009 version assertion, F-001/F-011 Azure handler SensorData).
- 3 residuals accepted (modem display tests, MODEM_READY timing,
  hardware CI).

**Corrective changes:**

CHG-001 (F-001, fix-spec): Remove retired salt/KDF references from
\ADMIN-0902\. GW-2008 (salt management) is RETIRED; the validation
doc (T-0904) and implementation already omit salt/KDF fields. Also
narrow AC-1 from 'all fields' to the three explicit key-status fields.

CHG-002 (F-002, fix-impl): Add \	est_t2015_rotation_blocked_non_writable\
integration test (GW-2014). Verifies:
- gRPC path returns error containing 'not writable'
- DESIRED_STATE path silently discards with warning log
- No DB mutations after either rejection (epoch, key_id, PSK unchanged)
- Writable \FileKeyProvider\ succeeds and epoch increments

**Deferred:** modem display T-0906/T-0907 (timer mocks), MODEM_READY
timing (hardware-fragile), \sonde-kicad\ CI (tool maturing).
