fix(bb_mdns): persist TXT cache across mdns re-init (TA-404) (#317)

- s_txt_pending was designed for pre-init buffering — after first flush, the cache was effectively dead and reconnects came up with empty TXT
- now: cache is authoritative — every set_txt updates it, every mdns start replays it, cache survives teardown
- fixes empty `worker`/`state` TXT after a wifi flap; peer's /api/knot would show device as not-mining despite real shares
- ta-404 root cause: txt cache lifetime mismatched mdns lifetime
- verified on tdongles3-4 (172.16.1.78); clean `/api/reboot` was the only workaround pre-fix
