feat(python): add PyO3 build crate — Builder writes RRS/RRSF/RRSR from Python

A maturin-packaged extension module (import name roaringrange) wrapping the core build module: Builder.add(rank, text, record, facets) stages records and build(out_dir) writes index.rrs/.rrf + records.idx/.bin (doc IDs in descending rank, text tokenized via the shared ngram_keys, facet memberships into the sidecar). Output is byte-identical to the Go/Rust builders. Includes a tokenize() helper, README, and pyproject for pip/maturin. In-memory build; the chunked path for >RAM corpora is a follow-up.
