Move vue to peerDependencies and add informative README badges

- Move vue from dependencies to peerDependencies (^3.0.0) so consumers
  provide their own Vue instance instead of bundling a second copy, which
  is the convention for a Vue component library. vue stays in
  devDependencies so the repo's own build and tests still run.
- Add README badges: bundlephobia minzipped size, packagephobia install
  size, and the supported Vue peer version.
