Add build-artifact smoke tests for library and demo

Unit tests run against src/, so packaging-level regressions that only
surface in the built bundle have slipped through (blank GitHub Pages,
twzipcode-data dynamic require, the demo event handler). Add smoke tests
that execute the BUILT output in jsdom:

- lib.smoke: loads dist/twzipcode.es.js, asserts named exports, renders
  County options (proves bundled data + dynamic require work), and checks
  vue stays external.
- demo.smoke: loads docs/ bundle, mounts the in-DOM template, asserts all
  selects render, and that the event select updates demoCallback.

Wired up via a separate vitest.smoke.config.js and a test:smoke script
(builds dist/ and docs/ first), and added to the CI test job. No new
dependencies (jsdom/vitest already present).
