Force lerna version on manual npm publish dispatch

A manual workflow_dispatch is a deliberate request to bump and tag, but
lerna version only bumps packages it detects as changed since the last
release tag. With no source changes, it versioned nothing, leaving
`publish from-git` with no tag to publish and failing the run.

Add --force-publish so the chosen package(s) always bump and tag. This
also replaces the --scope flag, which lerna version does not honor.
