fix: graceful error handling for MCP tools (v0.5.2) (#15)

* fix: graceful error handling for MCP tools and permission denial test matrix

- Wrap current_namespace auth checks in try/catch returning errorResult
- Wrap get_capabilities evaluatePermissions() in try/catch returning errorResult
- Wrap createMcpServer evaluatePermissions() in try/catch with degraded fallback
- Add 6-scenario permission denial test matrix (all granted, pods denied,
  configmaps denied, namespaces denied, all denied, API unreachable)
- Export clearPermissionCache() for test isolation

* chore: bump version to 0.5.2
