Fix Copilot SDK binary bundling (#2039)

* fix: lazy-load copilot provider

Register Copilot through a dynamic import so compiled binaries can start without a static @github/copilot-sdk import chain, while build verification guards SDK bundle markers.

* fix: await copilot provider registration

Ensure session paths wait for optional Copilot registration and retry provider registration after registry resets.

* fix: stabilize optional copilot registration

Ensure core providers are restored before optional Copilot registration and await Copilot before auth/model registry consumers enumerate providers.

* fix: await copilot in provider service

* chore: update safe dependencies

* fix: stabilize optional provider test paths

* fix: align preact version across ui package
