feat(vscode): publish to Open VSX Registry for Cursor support

Add ovsx to devDependencies and publish the same .vsix artifact to both
the VS Code Marketplace and Open VSX Registry on every release. Also
declare cursor engine compatibility in package.json.

Requires OVSX_PAT to be set as a repository secret.
