ci(kube-e2e): trigger on deploy/chart/e2e changes (#524)

* ci(kube-e2e): trigger on deploy/chart/e2e changes, not workflow_dispatch only

The kube-e2e lane was `workflow_dispatch:`-only, so PRs touching the
deploy or e2e surface shipped without any kube-e2e signal until someone
hand-triggered the workflow. Add a path-filtered `pull_request:` trigger
so the lane runs automatically on the paths that actually move its
behavior, while staying off Rust-only PRs that don't move the kind
cluster's outcome.

* ci(kube-e2e): install protoc on the runner before host-side cargo

The TLS cell's "mint test CA + fan-SAN leaf cert" step runs
`cargo run -p kube-e2e-driver --bin gen-certs` directly on the
ubuntu-latest runner, which does not ship `protoc`. The cluster
and driver image builds get protoc from their Dockerfiles, but
the host cargo invocation does not — failing tsoracle-proto's
prost-build script. Install `protobuf-compiler` after rust-cache.
