feat(server): support server-scoped Patient users in invite endpoint (#9278)

Patients default to project-scoped and Practitioners default to server-scoped.
This adds the ability to pass scope: 'server' when inviting a Patient to
override that default, mirroring how scope: 'project' already works for
Practitioners.
