docs: add Interface Reference for gRPC, CLI, and Rust crate APIs (#510)

Consolidate reference documentation for the project's external
interfaces into a single chapter: the `tsoracle.v1.TsoService` and
`tsoracle.admin.v1.MembershipAdmin` gRPC services (with per-field
tables, the GetTs status-code matrix, the tsoracle-leader-hint-bin
trailer format, and the full AdminErrorKind enum), the `tsoracle` CLI
(every subcommand and flag, with defaults sourced from cli.rs), and
the published Rust crates with their docs.rs and companion-chapter
links.

Addresses the OpenSSF Best Practices `documentation_interface`
criterion, which requires reference documentation describing the
external interface (both input and output) of the software.

`docs/README.md` updated with an index entry, a Where-to-start row,
and a pointer in the top-paragraph reference-documentation sentence.
