docs(site): document how to obtain, give feedback, and contribute (#508)

Add three sections to the landing page so visitors can see, without
clicking through to the repo, how to install or embed tsoracle, how to
file bug reports and enhancement proposals (including the private
security-disclosure path), and how to contribute. Satisfies the
CII / OpenSSF Best Practices criterion that the project website
succinctly state these three things, completing the website-side
companion to the recent scorecard hardening (#494, #500, #502).

- Rename the existing "Get started" section to "Obtain" and enumerate
  the distribution channels (GitHub Releases, crates.io, the
  ghcr.io/prisma-risk/tsoracle container images, and the
  ghcr.io/prisma-risk/charts Helm chart). Keep the existing
  id="get-started" anchor for URL stability.
- Add a "Feedback & bug reports" section linking the actual issue
  templates (bug_report.md, work_scope.md) by name, noting that blank
  issues are disabled, and splitting security vulnerabilities off to
  the private GitHub Security Advisory path with the SLA from
  SECURITY.md.
- Add a "Contributing" section with a welcome paragraph, a 3-bullet
  summary of CONTRIBUTING.md (toolchain pin + protoc/libclang, the
  exact CI command triad, Conventional Commits driving the per-crate
  release-plz bump), and the good-first-issue / help-wanted label
  filters.

Verified locally with `zola build` (8 pages, 0 orphan) and
`zola check --skip-external-links`.
