chore(ci): harden pages-build-check workflow permissions (#495)

Add workflow-root `permissions: contents: read` so the default
GITHUB_TOKEN follows least privilege. The workflow only checks out,
builds with cargo, and runs `zola build`/`zola check`; no writes back
to the repo are needed.

Resolves the CodeQL `actions/missing-workflow-permissions` alert
(security/code-scanning #1). Mirrors the existing convention in
ci.yml, kube-e2e.yml, pages.yml, release-images.yml, and release-plz.yml.
