ci: add OpenSSF Scorecard supply-chain analysis workflow (#494)

Runs Scorecard on push to main and weekly (Sat 18:43 UTC), plus on
branch_protection_rule changes. Publishes results to the OpenSSF REST
API (badge + public score) and uploads SARIF to GitHub code scanning.

Permissions are read-all at the top with the analysis job stepping up
to security-events:write + id-token:write. Third-party actions are
pinned to commit SHA per Scorecard's own Pinned-Dependencies check.
