refactor(web): simplify IssuesAlert component appearance

The "Before starting the installation..." alert title is redundant now
that users always land on the overview first, where installation is
blocked and invalid sections are already flagged.

Simplify IssuesAlert to:
  - Render the issue description directly as the alert title for a
    single issue.
  - Render a list of descriptions under "The following issues need to be
    addressed" for multiple issues.

Drop the `solver` issue class handling (know know as
`software_conflict`) and its "Review and fix" link, as conflict
resolution is not yet available in the UI after the API changes and is
expected to be addressed differently.
