fix(web): improve UsersSummary description  around public keys

Simplifies the authentication summary to focus descriptions on "public
keys concept" instead of SSH login, which might be missleading (user can
log via SSH even without SSH Public Key).

Also highlights the most important case: if only root user is defined
and has no public key configured, SSH access via password may be
restricted on many systems.
