✨ feat: add TypeScript file reader and writer support

Add native TypeScript (.ts, .mts) translation file support with reader and writer implementations, including comprehensive test coverage.

- Implement TsFileReader with support for both single and multi-language TS files
- Implement TsFileWriter with proper TypeScript const assertions formatting
- Register .ts and .mts extensions in FileReaderRegistry and FileWriterRegistry
- Add TsFileReader.test.ts with 144 lines of test coverage
- Add TsFileWriter.test.ts with 206 lines of test coverage
- Include example TypeScript translation files (en.ts, de.ts, multi.ts)
- Update example configuration to demonstrate TypeScript file usage
- Export new readers and writers from package indexes

This commit adds TypeScript as a first-class translation file format alongside existing JSON and JavaScript support.
