docs(site): document zola bump procedure and verify checksum in PR build (#393)

* chore(ci): verify zola checksum in pages build check

The PR build check downloaded and extracted the zola binary without
verifying its integrity, while the deploy workflow pinned ZOLA_SHA256
and ran `sha256sum --check`. Pin the same digest here and check it so
both workflows enforce the same supply-chain guarantee and the
version/checksum bump procedure is symmetric across the two files.

* docs(site): add README with zola bump procedure

The site had no README covering local builds or the pinned zola
toolchain. The zola version and its SHA-256 are pinned in both the
deploy and PR-check workflows and must be bumped together, in both
files, or the integrity check fails. Document the build/serve/check
commands and a step-by-step bump procedure that computes the new
checksum and updates both workflows in lockstep.
