refactor(openraft-toolkit): remove unused MetaLabel::LastMembership (#311)

The variant had key-collision tests but the log store never serialized
or deserialized a membership record under it: meta::read/put/delete only
ever use Vote, Committed, and LastPurged. openraft retains last_membership
inside the state machine snapshot, so the meta CF has no need to namespace
it.

Delete the variant, its as_bytes arm, and the four test sites that listed
it (two any_meta_label proptest strategies and two label-array loops). The
collision tests still exercise the same key-encoding logic across the three
remaining variants.
