Add new layered box-shadow tokens (#2841)

This PR refactors our box-shadow tokens so that they are layered to create a more realistic box-shadow effect. This was inspired by [this post from Josh Comeau](https://www.joshwcomeau.com/css/designing-shadows/) where he explains the effect further.

This is applied to all components that use box-shadows such as dialog, popover, and select as well as updated utility classes. Documentation has also been updated to reflect these changes and new tokens.

This PR resolves #2835
