fix: add missing XQ3.0/3.1 built-in fn declarations to eliminate false-positive XPST0017 diagnostics

Adds fn:parse-xml, fn:parse-xml-fragment, fn:format-integer (XQ3.0),
fn:json-doc, fn:parse-json, fn:json-to-xml, fn:xml-to-json,
fn:parse-ietf-date, fn:collation-key, fn:contains-token,
fn:random-number-generator, fn:transform, fn:load-xquery-module (XQ3.1),
fn:trace/1 (XP3.1 single-arg overload), and fn:put (XQuery Update Facility).

Without these declarations the fn: namespace was "known" so the diagnostic
could not silently skip unknown calls — it incorrectly reported every call
to these functions as XPST0017. Reduces XPST0017 false positives from ~1000
to zero across the QT4 test suite. Snapshots regenerated accordingly.
