ci: replace qt4-testset-commit.txt with a git submodule

Remove the separate SHA-file + download-step approach. qt4tests is now
a git submodule pinned at the same commit (1e62f2cf). CI checks it out
with submodules: true on actions/checkout — no rate-limit exposure, no
separate download steps, no absolute-vs-relative path issues.

qt4-update.yml is updated to: advance the submodule pointer, guard
against empty API responses (rate-limit), and add .gitmodules to the
PR commit instead of qt4-testset-commit.txt.

Fixes the broken PR #38 scenario: if the GitHub API returns empty the
workflow now exits cleanly instead of creating a PR with an empty SHA.
