project: use SPDX licence identifier GPL-3.0-or-later

Snapcraft 8.14.5 validates the `license:` field against the SPDX licence
list and rejected the post-cruft snapcraft.yaml with `cannot validate
license "GPL-3": unknown license: GPL-3`, failing the Snap workflow on
master. The wiswa regen had propagated the legacy short string `GPL-3`
from .wiswa.jsonnet into snapcraft.yaml, vcpkg.json, and package.json;
the previous renderer either expanded or skipped the field.

Switch the canonical identifier in .wiswa.jsonnet to `GPL-3.0-or-later`,
which is the SPDX form already used in LICENSE.txt, and propagate the
fix to the three rendered files so vcpkg and npm metadata also pass
their respective SPDX checks.
