Add long-horizon Space agents (#2008)

* feat: add long-horizon space agents

Persist evergreen Space agents with a default Coordinator row so goals, Forge scopes, reminders, and subscriptions have durable owners.

* fix: address long-horizon review feedback

* fix: preserve long-horizon compatibility paths

* fix: harden long-horizon agent invariants

* fix: register long-horizon agent tables in scope exclusion list

CI scope-config completeness check failed because the 5 new
space_long_horizon_agent_* tables were not in EXCLUDED_TABLE_NAMES.
These are internal agent state tables not intended for ad-hoc queries.
