test: add QT4 diagnostic coverage test runner

Adds a test suite that runs the W3C QT4 test suite against our LSP
diagnostic pipeline to detect false positives (diagnostics we emit on
valid queries) and false negatives (static errors we miss).

- src/qt4-diagnostic.test.ts: test file that reads the QT4 catalog,
  filters to XQ31-compatible tests, and runs analysis in parallel worker
  threads. One fileSnapshot per test-set file in src/qt4-snaps/.
- src/qt4-worker.ts: worker thread that runs analyzeWithAst +
  checkTypes + checkFunctionCalls + findUndeclaredPrefixUsages.
- src/qt4-snaps/: 483 per-test-set snapshot files (readable JSON).
- qt4-testset-commit.txt: pins qt4cg/qt4tests to a specific commit.
- ci.yml: downloads the pinned QT4 testset before running tests.
- qt4-update.yml: weekly workflow that checks for new qt4cg/qt4tests
  commits and opens a PR to update the pin + regenerate snapshots.
