Add apply_optimal_filter_fixed_shift offline helper (#89)

Wraps the static helpers in DxHitClassification into a single function for
ad-hoc/offline analysis: caller supplies a 1D dx waveform slice, the sample
index of the expected peak, and a fixed template shift tau (no coarse scan).
The template peak is anchored directly to the supplied peak_index rather than
to round(t_max_template / dt), so the helper works on arbitrary-length slices
whose peak is not pre-aligned to the production hit-window layout.
