Add find_run_for_hit helper to map a hit time to its run_id (#88)

Given a hit time in ns since epoch and a list of run_ids (Unix-second
timestamp strings), returns the run_id whose window contains the hit.
Optional run_ends_ns lets callers pass true run end times so hits in
inter-run gaps return None; otherwise each run is treated as ending at
the next run's start.
